Noblesse Oblige

The world of the Wonderland is rife with misery and despair. Fiends, a mysterious scourge, oppress mankind with a murderous modus operandi. Normal humans do not have the power to save themselves from what they only know to be natural disasters. However, among the masses of vulnerable targets to the Fiend threat, there is a chosen few born with the power to fight back. This rare class of humans is known as the "Hunter." Humans with the Hunter's potential have a growth rate exceeding the normal man's limitations, allowing them to match Fiends in physical combat. While this does not certify victory against the Fiend threat, Hunters give humanity the needed edge to defend itself from extinction. Thus, to keep protecting their species and to allow civilization to flourish, youths with the Hunter's potential are stripped from their homes, enlisted in the Hunters Guild, and raised to fight.
For without Hunters, there is no common man.
And without common man, there is no society.
Hunters Guilds operate universally across every nation; individuals specialized in fighting Fiends are known as Hunters and the organization that dispatches Hunters is known as the Hunters Guild. General ranking is based on seniority and the only unique rank within a Hunters Guild is the "Leader"; the individual who manages the wealth, the training, and the distribution of forces. A leader may assign tasks within the guild for ease of operation.
The Hunters Guild operates under the direct order of their nation's leader. Since Hunters are the only personnel who are strong enough to venture out into the wilderness, they are the ones who are assigned missions with any potential threat of Fiend encounters. This may include escort missions, gathering, and scouting.
Although not all nations follow the creed of 'Noblesse Oblige' like Arcadia, every nation has their reasons for protecting regular humans. For that reason, the killing or the abuse of regular humans is generally outlawed.
